What is the Disaster Safety Product Certification System?

This is a system in which the government officially certifies the quality of products closely related to national safety. This system was introduced to ensure safety in everyday life by allowing citizens to trust and use certified products, and to revitalize related industries by allowing companies to develop excellent technologies and manufacture and sell products.

What are disaster safety products?

If a product group is included in the disaster prevention, preparation, response, and recovery related to disasters according to the disaster management system, it can be considered a disaster safety product.

Therefore, any product that can protect the lives and property of the people and ensure safety can be applied for as a disaster safety product. However, it is not an ordinary product that has been used in the past, but a product that has excellent technology applied to ensure disaster safety, that is the disaster safety product covered by the certification system.

What is the procedure for the disaster safety product certification system?

This system is not a prerequisite for product launching, but rather a system that companies can apply for at their own discretion. Interested companies can submit an application by attaching test results, documents proving technical excellence (e.g. patents), etc. Once the application is received, the Ministry of the Interior and Safety will conduct a three-stage review by a certification review committee comprised of experts in the relevant field, similar to other certification systems, and decide whether or not to certify.

  • 1st review: Review of whether it is eligible for certification, suitability, safety, technical excellence, etc.

  • On-site audit: Confirmation of the results of the first audit, audit of the possibility of continuous production and management, quality management system, etc.

  • Secondary review: Comprehensive review of whether application documents, on-site review, test/inspection results, etc. meet certification standards

Is there a fee to apply for disaster safety product certification?

Currently, there is no application fee. However, if testing or inspection is required, the applicant will be responsible for the cost of the testing or inspection.

What are the benefits of receiving disaster safety product certification?

  • According to Article 26, Paragraph 3, Subparagraph 9 of the Enforcement Decree of the Act on Contracts to Which the State is a Party and Article 25, Paragraph 6, Subparagraph 9 of the Enforcement Decree of the Act on Contracts to Which Local Governments are a Party, contracts by state and local governments are possible

  • In accordance with Article 8, Paragraph 3 of the “Regulations on the Designation and Management of Excellent Procurement Products” and Form 17 of Appendix 1, 1 point is added during the Public Procurement Service’s excellent product designation review

  • Article 13, Paragraph 5 of the Enforcement Decree of the Act on Promotion of Purchase of Small and Medium Enterprise Products and Support for Distribution Channels and the Enforcement Rules on the Operation of the Preferential Purchase System for Small and Medium Enterprise Technology Development Products

  • Designation of technology development products as priority purchase targets for the Ministry of SMEs and Startups pursuant to Article 3, Paragraph 5
